PayPal made a change over the past year we have urged for many years -- moving away from using flags for its global gateway (see Before and After). While PayPal isn't fully removed from flags (we found them on the login window) it has made an important step in the right direction. Global consistency is strong but the design itself if overweight and not ideal for users with slower connections.
